Roads
Estate Roads are owned by the Association.We endeavour to keep them in a safe and servicable condition.
We monitor:
- Dangerous parking.
- Routine inspection of road drains.
- Safety inspections are used to detect major highway defects and trigger repairs, to protect the asset, to minimise risk to road users and to support a statutory defence against third party claims.
- Long term repair and resurfacing. We review annually future costs and maintain a contingency fund.
We encourage:
- Adherence to the speed limit of 20mph.
Drains
The main foul drains, (sewers), run under the roads, or along the verges. These main drains are owned, and maintained, by the Association. The 'laterals' - the sewers that connect from individual property(s) to main drain - are the responsibility of the individual householders.
A similar situation applies to surface water/storm water drains.
In 2008, DEFRA announced that the water companies, (Seven Trent in our case), would have to take on responsibility for all 'private sewers', and DEFRA expected that this would increase water rates. The target date is April 2011. However none of the details have yet been worked out, and the changeover may or may not happen. The Association are monitoring progress, but at the moment there is no real information forthcoming.
Environment
Maintenance work can improve both the natural and built environment. Within maintenance the following standards will apply:
Hedges: Most roadside hedges are not the responsibility of the Association but any that are will be managed in a sustainable manner.
Trees
Trees within the estate highway will only be removed, pruned and lopped if; following an inspection by a qualified arboriculturist, there is a risk to highway users. We remove fallen trees from the carriageway and undertake emergency pruning if an immediate danger to highway users is apparent. We also have an interest in trees that are not planted in the highway but effect it in some way, causing obstruction for example, where we liaise with owners on the appropriate action to be taken.
